He was a member of the Peruvian delegation at the first UN General Assembly Meeting 1946 году, and took part in several subsequent sessions, becoming the permanent representative of Peru to the UN in 1971. In 1979, he was appointed as United Nations Under-Secretary-General for Special Political Affairs. From April 1981, while still holding this post, he acted as the Secretary-General's Personal Representative on the situation relating to Afghanistan. In that capacity, he visited Paristan and Afghanistan in April and August of that year in order to continue the negotiations initiated by the Secretary-General some months earlier. He taught international law at the Diplomatic Academy in Peru and the history of international relations at the Air Force Academy in Peru, publishing a textbook on international relations. On December 31, 1981, P?rez de Cu?llar was elected Secretary-General and was re-elected for a second term in October 1986. Having concluded his second term as Secretary-General concluded on December 31, 1991, P?rez de Cu?llar left the diplomatic service as well. The politician hold honorary doctorates of leading universities including Karlov University in Prague, Czech Republic, Carlton University in Ottawa, Canada, Sorbonne, Paris, Moscow State University in Russia, and Cambridge University in the UK. He has received various awards in about 25 countries.
