The Council of Europe (CoE) is the first international organization founded after World War II. The Statute of the Council of Europe was signed by ten states: Belgium, Denmark, France, Great Britain, Ireland, Italy, Luxembourg, the Netherlands, Norway and Sweden. The seat of the Council of Europe and its eight main buildings are situated in Strasbourg. The Council of Europe now has 47 member states. Vatican City, Canada, Mexico, the USA and Japan have observer status with the Council of Europe.
The Russian Federation became the member State of the Council of Europe in 1996 and by now has signed and ratified 46 conventions of CoE on various issues (human rights, judicial cooperation, counter-terrorism and crime-fighting, cultural and social issues). Today the Council of Europe is the Europe's oldest international political organization which continues to grow, developing the monitoring process of implementation of the commitments assumed by Member States when joining the Council of Europe.
