Declaration of the Permanent Neutrality of Belgium

The permanent neutrality of Belgium was proclaimed at the London Conference of Five States including Russia, Britain, France, Austria and Prussia. A year before Belgium had left the Kingdom of the Netherlands receiving independence. King Leopold I was on the thrown of Belgium when his country became neutral.
